Best Infant Formula 2026: We Reviewed Bobbie, Kendamil, Munchkin, and Happy Baby and Found a Clear Winner

If you’re a parent, you know that choosing the right formula is overwhelming. Whole milk or skim? Is organic important? Which is closest to breast milk? And maybe most importantly: how can I trust that a formula will be safe for my baby? 

We enlisted the help of Chrissy Arsenault (RDN), a Registered Dietitian Nutritionist and mom to a preemie, to help us understand what actually matters when choosing an infant formula. Combining Arsenault's expertise with hands-on reviews by TCD staff, we evaluated four popular infant formula brands on safety & third-party testing, ingredients & formulation, availability, taste & texture, and price & value: Bobbie Organic Whole Milk Infant Formula, Kendamil Organic Infant Formula, Munchkin Infant Formula Made With Organic Milk, and Happy Baby Organics Infant Formula.

One brand stood out with the strictest safety testing, cleanest ingredients, and closest match to breast milk. Read on to find out which.

Should I Use Formula?

Medical conditions, low milk supply, returning to work, or simply personal preference are all valid reasons to use formula. "It's your baby and your body, and it's your choice. Formula feeding should not be a source of guilt," Arsenault says. "A fed baby is a happy baby!”

The most important decision? Choosing a formula you can trust. Let's see how our four brands compare.

What to Look for in a Baby Formula

According to Arsenault, "parents should look for a formula that's been rigorously tested for safety and closely matches the profile and composition of breast milk." That means:

  • Safety & third-party testing: "Minimizing exposure to neurotoxic metals like lead, arsenic, cadmium, and mercury during infancy is important, which is why I recommend brands that publish transparent testing around heavy metals and quality," Arsenault explains. Bacterial contamination, including the kind linked to infant botulism, is also a concern. Look for brands that conduct SRC (spore-forming bacteria) testing in addition to heavy metal screening, and check for USDA Organic, Clean Label Project, and independent validation from third-party testing.
  • Formulation modeled after breast milk: A whole milk base, 60:40 whey-to-casein ratio, lactose as the primary carbohydrate, and EU-standard DHA levels all mirror the natural nutrient composition of breast milk.1
  • Availability: A great formula doesn't help if you can't reliably get it. Domestic manufacturing and broad retail and online access are important.
  • Taste & texture: How a formula mixes and how a baby's stomach digests it are key to actually receiving the nutrients.

Safety & Third-Party Testing:

Bobbie Wins With The Most Rigorous Testing

Rigorous testing and third-party verification make Bobbie the clear winner on safety.

Heavy metals like lead, arsenic, cadmium, and mercury are neurotoxins that can disrupt brain development during one of its most critical windows,2 making heavy metal exposure a real concern when evaluating formula safety. "I recommend brands that publish transparent testing around heavy metals and quality," says Arsenault. Bacterial contamination is also important: look for formulas that conduct SRC testing, which screens for bacteria strains that can cause serious illness in newborns, including infant botulism. USDA Organic, Clean Label Project certification, and independent third-party validation are also worth looking for as signals of quality.

🥇Bobbie Organic Whole Milk Infant Formula holds both USDA Organic and EU Organic certifications, as well as the Clean Label Project Purity Award and Clean Label Project Pesticide-Free Certification. It was named a 2025 Consumer Reports Top Choice for low or nondetectable levels of common contaminants: an independent verification that no other brand in this review has matched in 2025 testing.

Every batch goes through 2,000+ quality and safety checks alongside SRC testing, and Bobbie manufactures in its own facility in Ohio—meaning more supply chain control than imported brands. 

"Reducing pesticides is a reasonable preference, but it doesn't guarantee safety on its own," Arsenault notes. "That's why I look for brands that go further—third-party contaminant testing, transparent heavy metal results, rigorous batch-level quality checks."

🥈Kendamil Organic Infant Formula carries USDA Organic and EU Organic certifications, plus the Clean Label Project Purity Award and Pesticide-Free Certification. The formula goes through 2,000+ quality and safety checks, including SRC testing. It was recognized as a 2025 Consumer Reports "Good" Choice. It does not meet the requirements for the “Top Choice” category as its lead levels are nearing daily limits.3

🥉Happy Baby Organics Infant Formula holds USDA Organic and EU Organic certifications and the Clean Label Project Purity Award. Happy Baby does conduct 2,000+ safety checks, including SRC testing. However, its current formulation was not included in 2025 Consumer Reports testing, and publicly available independent safety data beyond certifications is limited.

Munchkin Infant Formula Made With Organic Milk is not a USDA Certified Organic product, despite being made with organic milk. It has also earned the Clean Label Project Purity Award. Munchkin does conduct SRC testing. Additionally, like Happy Baby, Munchkin has no Consumer Reports designation; it was not included in 2025 Consumer Reports testing, and publicly available independent safety data is limited.

Ingredients & Formulation:

Bobbie Wins With the Best Nutrition

Bobbie is the only formula that checks all of our boxes for the best ingredients.

According to Arsenault, the best infant formulas are those with ingredients modeled after mature breast milk. That means:

  • An organic whole milk base. "Most formulas start with a nonfat milk base and add vegetable oils to reach the required fat content," Arsenault explains. Whole milk-based formulas contribute naturally occurring fatty acids from milk fat and, importantly, MFGM (milk fat globule membrane), which has been studied for its role in brain development and immune health.4 Skim milk-based formulas typically lack MFGM entirely.
  • A 60:40 whey-to-casein protein ratio. "For healthy term infants, this ratio is ideal—it mirrors mature breast milk and supports comfortable digestion."
  • 100% lactose as the carbohydrate source. "Look for formulas where lactose is the only carb. Many contain corn syrup solids, sucrose, or glucose syrup solids—you want to avoid those."
  • At least 20 mg DHA per 100 kcal. DHA and ARA are critical for brain and eye development. "The EU requires at least 20 mg DHA per 100 kcal. U.S. formulas aren't required to add DHA, but I recommend choosing one that does, ideally paired with ARA for balance."²

Here’s how the four formulas stack up:

🥈Kendamil Organic Infant Formula comes in second. It checks most boxes, but uses a mix of whole and skim milk:

  • A whole milk base combined with organic skim milk, meaning its nutrient density is lower as it contains less important fats like MFGM.
  • 60:40 whey-to-casein ratio.
  • 100% lactose carbohydrate source.
  • At 24 mg DHA per 100 kcal, it exceeds the EU benchmark.

Munchkin Infant Formula Made With Organic Milk is not made with any whole milk, meaning it lacks important milk fat and MFGM. It also does not disclose its DHA levels.

  • Made with an organic skim milk base, meaning it lacks naturally occurring milk fat and MFGM found in whole milk.
  • 60:40 whey-to-casein ratio.
  • 100% lactose carbohydrate source.
  • DHA milligrams per serving are not publicly disclosed, making it unclear whether it meets the 20 mg per 100 kcal EU benchmark.

Happy Baby Organics Infant Formula lacks the milk fat and MFGM found in whole milk, and does not verify whether it meets the EU standard for DHA.

  • Uses an organic skim milk base, with no whole milk and no MFGM.
  • 60:40 whey-to-casein ratio.
  • 100% lactose carbohydrate source.
  • As with Munchkin, DHA milligrams per serving are not disclosed, leaving parents unable to verify whether it meets the EU standard.

Availability:

Bobbie Wins With The Widest Reach

Bobbie (clear scoop) is the smoothest and easiest to prepare.

During a formula shortage, a brand that's hard to find in stores, only available through one retailer, or manufactured overseas with long lead times can leave parents scrambling.

🥇 Bobbie Organic Whole Milk Infant Formula is sold direct online and in major retailers including Target, Walmart, Costco, Whole Foods, and more. Bobbie also manufactures in its own Ohio facility. That matters during high-demand periods, like the 2022 formula shortage, because Bobbie's own manufacturing facility and multiple domestic distribution centers give it more supply chain control than brands relying on overseas contract manufacturers.5

🥈Happy Baby Organics Infant Formula is manufactured in Europe and imported to the U.S. and is available in major retailers including Walmart, Walgreens, CVS, and Whole Foods. It is also available online.

🥉Munchkin Infant Formula Made With Organic Milk is manufactured in Canada and is available in Target stores and online

Kendamil Organic Infant Formula is manufactured in the U.K. and imported to the U.S. It is available exclusively in-store at Target, Walmart, and Costco, with no direct online option, and has experienced intermittent retail shortages since entering the U.S. market.6

Taste & Texture:

Bobbie Wins With Smoothest Texture

Texture is important—how well a formula mixes doesn’t just make prep harder; it can make the bottle less appealing to your baby. This is what we found when we put them to the test with the help of our editor’s 7-month-old, Felix:

🥇Bobbie Organic Whole Milk Infant Formula mixes evenly with no clumping and minimal foam. It has a lightly sweet scent without the metallic undertone common in many standard formulas, and our editor found it consistently well-tolerated by Felix.

🥈Munchkin Infant Formula Made With Organic Milk mixes reasonably well with minimal clumping but more foam than Bobbie and a mild, neutral scent.

🥉Happy Baby Organics Infant Formula also mixes well with slight clumping and a light, milky scent.

Kendamil Organic Infant Formula has a powder that is noticeably less smooth: it tends to clump and stick to the sides of the bottle, requiring extra shaking to dissolve fully. It also has a stronger metallic smell than the other brands in this review.
