What to Look for in a Baby Formula

According to Arsenault, "parents should look for a formula that's been rigorously tested for safety and closely matches the profile and composition of breast milk." That means:

• Safety & third-party testing: "Minimizing exposure to neurotoxic metals like lead, arsenic, cadmium, and mercury during infancy is important, which is why I recommend brands that publish transparent testing around heavy metals and quality," Arsenault explains. Bacterial contamination, including the kind linked to infant botulism, is also a concern. Look for brands that conduct SRC (spore-forming bacteria) testing in addition to heavy metal screening, and check for USDA Organic, Clean Label Project, and independent validation from third-party testing.
• Formulation modeled after breast milk: A whole milk base, 60:40 whey-to-casein ratio, lactose as the primary carbohydrate, and EU-standard DHA levels all mirror the natural nutrient composition of breast milk.¹
• Availability: A great formula doesn't help if you can't reliably get it. Domestic manufacturing and broad retail and online access are important.
• Taste & texture: How a formula mixes and how a baby's stomach digests it are key to actually receiving the nutrients.

Heavy metals like lead, arsenic, cadmium, and mercury are neurotoxins that can disrupt brain development during one of its most critical windows,² making heavy metal exposure a real concern when evaluating formula safety. "I recommend brands that publish transparent testing around heavy metals and quality," says Arsenault. Bacterial contamination is also important: look for formulas that conduct SRC testing, which screens for bacteria strains that can cause serious illness in newborns, including infant botulism. USDA Organic, Clean Label Project certification, and independent third-party validation are also worth looking for as signals of quality.

It does not meet the requirements for the “Top Choice” category as its lead levels are nearing daily limits.³

🥉Happy Baby Organics Infant Formula holds USDA Organic and EU Organic certifications and the Clean Label Project Purity Award. Happy Baby does conduct 2,000+ safety checks, including SRC testing. However, its current formulation was not included in 2025 Consumer Reports testing, and publicly available independent safety data beyond certifications is limited.

❌Munchkin Infant Formula Made With Organic Milk is not a USDA Certified Organic product, despite being made with organic milk. It has also earned the Clean Label Project Purity Award. Munchkin does conduct SRC testing. Additionally, like Happy Baby, Munchkin has no Consumer Reports designation; it was not included in 2025 Consumer Reports testing, and publicly available independent safety data is limited.

Ingredients & Formulation:

Bobbie Wins With the Best Nutrition

According to Arsenault, the best infant formulas are those with ingredients modeled after mature breast milk. That means:

• An organic whole milk base. "Most formulas start with a nonfat milk base and add vegetable oils to reach the required fat content," Arsenault explains. Whole milk-based formulas contribute naturally occurring fatty acids from milk fat and, importantly, MFGM (milk fat globule membrane), which has been studied for its role in brain development and immune health.⁴ Skim milk-based formulas typically lack MFGM entirely.
• A 60:40 whey-to-casein protein ratio. "For healthy term infants, this ratio is ideal—it mirrors mature breast milk and supports comfortable digestion."
• 100% lactose as the carbohydrate source. "Look for formulas where lactose is the only carb. Many contain corn syrup solids, sucrose, or glucose syrup solids—you want to avoid those."
• At least 20 mg DHA per 100 kcal. DHA and ARA are critical for brain and eye development. "The EU requires at least 20 mg DHA per 100 kcal. U.S. formulas aren't required to add DHA, but I recommend choosing one that does, ideally paired with ARA for balance."²

❌ Munchkin Infant Formula Made With Organic Milk is not made with any whole milk, meaning it lacks important milk fat and MFGM. It also does not disclose its DHA levels.

• Made with an organic skim milk base, meaning it lacks naturally occurring milk fat and MFGM found in whole milk.

Texture is important—how well a formula mixes doesn’t just make prep harder; it can make the bottle less appealing to your baby. This is what we found when we put them to the test with the help of our editor’s 7-month-old, Felix:
